REQUEST FOR EXPRESSIONS OF INTEREST (CONSULTING SERVICES)
MINISTRY OF METEOROLOGY, ENERGY, INFORMATION, DISASTER MANAGEMENT, ENVIRONMENT, CLIMATE CHANGE AND COMMUNICATION (MEIDECC)
Project Name: Green Climate Fund – Strengthening Adaptation Planning in Tonga Project (GCF-SAPT Project)
Assignment Title: Development of Traditional Knowledge Report and Short film on Climate Change in Tonga.
Reference No. MEIDECC No.15/2023-2024
The Contracting Entity acting on behalf of the Ministry of Meteorology, Energy, Information, Disaster Management, Environment, Climate Change and Communications has received funding from the Donor Fund and intends to apply part of the proceeds for the following consulting services.
The consulting services (“the Services”) including the involvement for conduct the development of traditional knowledge report and short film on Climate Change.
The Contracting Entity now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required minimum qualifications and relevant experience to perform the Services.
The short-listing criteria are:
- At least have Bachelor degree in History, Social Science, or related field from recognized university.
- Having previous experiences in the implementation of similar assignment (e.g. traditional knowledge, report writing, survey, and study project) at the country level.
- Knowledge and experiences of 5+ years related to traditional knowledge and climate change in the country will be advantage.
- Understanding of technical issues related to climate change especially in the servicing sector.
- Excellent written communication skills in English and able to communicate (read, speak, listen) in local
Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality and cost-based selection (QCBS) method set out in the Public Procurement Regulations.

Expressions of interest must be sealed in an envelope and delivered in a written form to the address below in person or by mail no later than 1200 noon on 02/07/2024. Late, telegraphic, electronic and faxed will not be considered.
